Born in Carla, Pennsylvania (10/31/49). Traveled in South America and Europe. Graduated from the Police Academy. Attending UTEP. Contact with illegal juvenile delinquents (Downtown, El Paso). Incidents involving children ages 5 to 14. Stories about young illegal delinquents, cigarette vendors, maids, and prostitutes. Problems on the Cordoba bridge. Organization of the foot-patrol in El Paso area.
